Question: Know of ANY TRULY waterproof makeup (any or all: mascara, eyeliner, shadow)??
Long story short: I had (have) eye cancer & when I had radiation, my tear duct was burned permanently closed, so my eye CONSTANTLY tears up. Makes it almost impossible to keep makeup on that eye.
Hmmm... I find that most waterproof eyeliner isn't as waterproof on the waterline as it is elsewhere (it always fades a little, though it might not smudge). I find the 24/7 liners work well, especially if I set them with some powder by using a angled eyeliner brush right at the base of my bottom lashes (if I put the powder on my waterline, I always end up with it in my eye, not comfortable). But for especially teary eyes, I wonder if a gel liner might work better (you'll have to be a bit careful applying, and wait for it to set). I'm afraid I don't have a good answer for you for eyeliner.
How have you fared with CoverGirl lash blash (waterproof)? Another drugstore mascara you might try is L'Oreal Voluminous (waterproof). If you have tried those to no avail, I have read that the waterproof DiorShow (original) is a good formula (but quite pricey) but pricey. I'd definitely try out CoverGirl or L'Oreal before I shelled out a lot of cash for a high-end brand.
LOVE!
